I have beyond a reasonable doubt that Clear/Tidal Bell ringing are bugged. According to the wiki, a bell has a 1% chance of ringing every dawn. Every dawn is 20 minutes. I have been sitting with my bell, 10 hours straight for 5 actual days. That is over 150 Minecraft dawns. The legendary spawn rate is 0.3%(or less) and bell-ringing is 1%.
